Makerspaces and community empowerment

Somerville has a 31,000 square foot hacker/makerspace/community workshop, the Artisan's Asylum. San Francisco has Noisebridge. Chicago has Pumping Station: One. Why are these spaces popping up across the US and in other countries, what needs do they fill, and how can I find one I can join?

This might also be a good choice for the crafting/maker track, if we get that off the ground this year.
