Managing Backstory

The backstory is the set of events that happened before you main story began. These details can be anything from a character's personal history to the origins of the world itself. How does an author relay that information effectively? There are many tools for this purpose. Dialogue, flashbacks, and exposition are just a few. How do you determine what should be backstory and what should take center stage?
