The Future of Space as the Past of America

For perfectly understandable reasons, many American science fiction writers have viewed the future of space colonization to be analogous to the colonization of America, often to make a point about a current political situation (most notably during the Cold War era). But how far can the metaphor stretch? For example, when does a Monroe Doctrine make sense in a space opera? How about Manifest Destiny in relation to alien species? Would a Bill of Rights develop for any kind of intelligent species?
